Analysis Group Supports Corsair in European Commission Review of State Aid

Analysis Group was retained on behalf of French airline Corsair in connection with the European Commission’s (EC’s) review of state aid granted to the airline by the French government. The review assessed whether the aid was compliant with EC guidelines for governmental aid to restructure companies in financial distress.

A team led by Managing Principal Antoine Chapsal and Managers Zsolt Udvari and Krisztina Horvath worked alongside Emmanuel Combe, former Vice President of the French Competition Authority and an airline industry specialist, to assess the economic impact of the state aid. The Analysis Group team submitted several reports to the EC’s Directorate-General for Competition (DG COMP) over the course of the proceedings.

The team’s economic analysis included:

  • An econometric study of airline fares under a counterfactual scenario in which Corsair ceased its activity
  • A simulation analysis of the economic impact of this counterfactual scenario on particular regions where Corsair operates
  • An analysis of entry barriers and incentives on certain central airline routes
  • An evaluation of the likely impact of a modernization plan on Corsair’s revenues
  • A financial analysis (including WACC estimation and financial benchmarking) demonstrating that Corsair would meet DG COMP’s viability criteria by the end of the restructuring period

DG COMP approved the restructuring state aid granted to Corsair and cited several findings from the Analysis Group reports in its decision.

Dr. Chapsal is an economist who specializes in empirical and theoretical industrial organization. He has provided economic expertise in a large number of high-profile cases involving mergers, cartels, information exchanges, abuses of dominant positions, regulation, intellectual property matters, and damages quantifications. Recent examples include the Lafarge/Holcim and Fnac/Darty mergers, as well as airfreight, cathode ray tube, and elevator cartel cases. Dr. Chapsal has also assisted various firms in designing optimized pricing strategies and dealing with policy issues. His reports have been presented to the competition authorities of France, Germany, Austria, and South Africa; the European Commission; the Higher Regional Court of Düsseldorf; and the Court of Appeals, Conseil d’Etat, Conseil constitutionnel, and Tribunal of Commerce of Paris.

Prior to joining Analysis Group, Dr. Chapsal founded MAPP, a Paris- and Brussels-based economic consultancy, which was acquired by KPMG in 2018. Previously, he worked in a US competition economics consultancy. Dr. Chapsal regularly publishes articles on competition economics, on subjects ranging from the econometric analysis of cartels to geographic market delineation and exclusionary strategies. He is an affiliated professor at the Sciences Po Department of Economics and a member of the CESifo academic research network.

Krisztina Horvath

Dr. Horvath applies microeconomics, econometrics, and statistical analysis to complex competition and intellectual property matters. She has managed case teams and led quantitative analyses in high-stakes litigation and regulatory proceedings across Europe and the US. Dr. Horvath has extensive experience in abuse of dominance cases, merger review, follow-on damages litigation, and state aid proceedings. She also has significant experience in intellectual property disputes, including in damages assessments. Dr. Horvath has advised clients in industries such as pharmaceuticals, medical devices, insurance, transportation, aviation, digital platforms, and chemicals. Her academic research has been presented at industrial organization and health economics conferences and published in peer-reviewed journals. Prior to joining Analysis Group, Dr. Horvath taught econometrics at Boston College.

Zsolt Udvari

Dr. Udvari specializes in applying economic theory and econometrics to antitrust and litigation matters. His expertise lies particularly in assessing abuse of dominance within the digital domain using both established and novel economic theories and empirical analyses. He also has experience in merger assessment, litigation, and state aid matters. Beyond the digital sector, Dr. Udvari’s industry insights extend to retail fuel, telecommunications, chemicals, card payment systems, airlines, and various other sectors. His experience includes high-profile cases before the European Commission such as the MOL/OMV Slovenija Phase II merger and Slack’s complaint against Microsoft Teams. Prior to joining Analysis Group, Dr. Udvari worked for a Brussels-based economic consultancy and was a postdoctoral researcher and lecturer at the Université Libre de Bruxelles.
