Ms. Howland specializes in litigation, regulatory, and policy matters involving electricity and natural gas markets, and the electric grid transition. She has supported expert witnesses in litigation related to electricity market damages, contract disputes, and electricity rate and cost recovery disputes. Ms. Howland’s regulatory and policy experience in the electricity sector includes studying electric grid reliability and fuel security under extreme winter weather conditions, analysis for capacity and energy market redesign processes in North America, and the assessment of electric utility rate design innovations to support the electric grid transition.
